1/9 – Received e-mail stating support for 4 (out of 5) MMA Bills. Left Cell Phone Number for MMPAC to call and discuss S.2017-Helmet Bill, no answer, left VM.
Incumbent State Representative for 7th Plymouth is Allen J McCarthy (D), elected to this position in 2007. McCarthy has competition from Geoff Diehl (R). Diehl is an Account Executive at Poyant Signs in Needham, New Bedford, and Manchester, NH.
I’ve asked McCarthy for a position statement for the 5 MMA Bills and as yet haven’t received a response. I also do not have any history with this Representative either.
I also asked Diehl for a position statement for the 5 MMA Bills are received the following:
- S.1934-Danny's Bill, An Act relative to Motorcycle Safety
I totally agree that funds from motorcycle registration should be DEDICATED to motorcycle training programs. I am not in agreement with the current use of RMV funds being used for purposes other than funding the agency's operation and education programs (I know that roughly 2/3 of monies collected are used outside of RMV operations).
- S.1894-Ryan's Bill, An Act relative to Motorcycle Safety (Junior Operators)
As it is worded, I believe I am in agreement. Let me summarize (and correct me if I'm wrong): Junior motorcycle operators should receive the same training/education courses, over a similar period of time, as compared to Junior motor vehicle operators. Makes complete sense.
- S.1541-RoW Bill, An Act to strengthen Right of Way Violation Fines
I agree that current penalties for poor driving are inadequate, especially as they relate to violating the right of way of motorcyclists. While I don't know what the "right" fine amount should be, I do see that $35 is extraordinarily low as it would apply to damages incurred by motorcyclists. A higher fine, coupled with greater efforts to train/educate motorists about motorcyclists, would be in order. I also believe, though, that civil remedies for losses incurred in such an violation/accident are in place and so I, again, am not sure what level of fines would be appropriate.
- S.1893-MC Sound Emissions Bill, An Act to clarify testing & enforcement of Motorcycle Sounds Emissions
I agree that, if there are current sound/noise standards on the books, it is not fair to implement an arbitrary assessment of determination of noise emissions. (Similarly, I don't see why each town's local Police Chief should be arbitrarily allowed to issue a right to carry firearms - if someone meets the existing code, it should be regulated that way.)
- S.2017-Adult Helmet Choice Bill, An Act relating to Adult Freedom of Choice while riding a motorcycle
As it is worded, I believe I am in agreement. Let me summarize (and correct me if I'm wrong): Operators and riders of motorcycles/sidecars will wear protective headwear, which have standards set and approved by the RMV and MMA. I don't see anything in the bill that I would be against.
Again, please let me know if I am not aware of aspects or views that the MMA have related to these bills. I hope that you will also consider my candidacy favorably and, possibly, be willing to contribute to helping me get in office.
I have numerous family members who ride, plus I have a campaign volunteer who is going to be organizing a spring ride as a fundraiser.
Let me leave you with a joke I heard a long time ago: "How can you spot a happy bike rider? By counting the bugs in his teeth."
